POL contracts are live on Goerli testnet

POL contracts have been deployed on the Goerli testnet and two proposals setting forth potential changes to the native token burning mechanism necessary for future upgrades are live.

POL is an upgrade of the native token for the Polygon PoS network, designed to replace the existing MATIC token.
